Missing vehicles on the streets even when I enable them.

Like the title says, start of the season, I cant see the traffic on the street even when I enable them in the option menu. Now, it looks like as if the mayor of San Van placed a traffic ban to reduce air pollution. 

I even did what was suggested in this week's weekly grind. ("Workaround: Only change this setting once in a session.")

Tried turning it off and on multiple times and restarting it, doesnt work. 

Tried turning off and on just once and restarting it, doesnt work. 

Tried turn off and on without even leaving the game, doesnt work. 

Skated around the city to see if I could let one traffic car appear and it didnt work.
