pause screen ghosting mesh

When i first load into the game and it starts on pause menu everything is fine and normal its not until close it and enter the open world then reopen pause that this problem happens on every menu screen include open world prompts, it seems to always show the customization menu ghosting but only in the map screen can i rotate my character around

This bug makes any menu near impossible to see what's on it and use, so i just stopped playing

I've restarted several time and reinstalled it
