I have the same issue, on X Box. Does not progress Mission 1 Skater Eyes past step 3/7. Completed both in single mode and did a party session with a friend, he got to progress, but I didn't. He was on PC.
I tried on PC too, thinking that it was the X Box, but even after I redid the steps, no update.
Yeah I'm still softlocked after 3 weeks and multiple posts on the mega thread. I need to complete the missions to get the last 3 trophies on psn for the platinum. Hope it gets fixed but after seeing all the people posting about being softlocked I'm not sure anymore. Seems like they only fix things that will benefit them getting more money out of the player base :(
