SKATE - Constant SlowMo & other issues

For a good month or so now I have been stuck in this constant slowmo loop. Making Skate unplayable. 
The issue began at the second week of Winter Rollstice. 
My PC will read the game at 75fps consistently, but the game will be running in slow motion. This happen no matter what graphical settings (low, medium or high) By default I usually run on medium for the slight fps boost. *vs high settings at 50-65 fps. 
Also when I turn on the game it launches in 640x480 resolution 72Hz. To fix that issue I have to switch the window mode from fullscreen to borderless. However, the next time I launch the game in order to fix it I have to switch it back from borderless to fullscreen.
All my drivers are updated consistently. Below is my specs (I can get a better read out if I need to.) As well as a short youtube video via link showing these issues.
NOTE - Prior to Winter Rollstice week 2 the game ran perfectly since it released.
