There is no issue, you haven't read the text correctly; when first order allies gain advantage they gain 7.5% turn meter; all allies gain advantage at start of battle, if there is 5 first order allies it is 5x7.5=37.5% tm gained at start of battle from the omicron
This is correct, and means Phasma's effective speed for the first turn is 491.2.
