Wrong HP pool and bugged with 1HP reamaining.
Ideas
Not only is in getting stuck at 36% on damage dealt counter(tier 6) as everyone is reporting pack tactics is also not working. Hit 36% difference on one test and the 20% boost never appeared. Also doesn’t appear to be ramping up the offence stack from pack tactics.
