It seems that the summoned Major Partagaz in Coliseum can be targeted. This is because his unique is watching for the Battle Started event, but he is summoned so he never sees it. This may not be worth fixing unless you plan to have another event where he is summoned because we unlock him so soon. Could be good to pass along and make sure devs know for the next Eras though.
(Also I suspect you will have many Coliseum bug reports over time, could be good to have a forums tag for it)
