Right now my Cal Kestis is not unlocked, and he is at 20 / 25 shards. I have completed the Marquee event for him (once initially and once after the 24 hr refresh to check) but did not receive any shards like I did with Merin, Cere etc.
As seen in the picture, I got 3 stars the, but Cal is still locked in the bottom left
