Eighth Brother not inflicting Accuracy Down

It looks like it doesn't work on the Jedi in the bonus node in phase 5 for some reason. But it still works on other nodes.

Can you check if the node has a modifier preventing it from applying?

Overprepared and Humble Strike. Neither modifier would prevent debuffs. Do one of the characters specifically prevent accuracy down? I can't figure it out.
