Fear on Executor fleet

After the Leviathan's ultimate, the Executor fleet gains fear which if they have it at the start of their turn they lose that turn. That is what is supposed to happen but in GAC they immediately take a turn even though I didn't damage them. I looked through all of the Bounty Hunter ship kits, as well as the capital ship, multiple times and nothing in the kits state that they can dispell fear or take a bonus turn if they lose a turn. I haven't had problems with stun even though both detrimental effects cause a turn loss.
