It's doesn't specify it would apply the zeta (see other screenshot on left side, where the LST states it will.) Some toons have lvl 7 abilities that don't have a zeta, others do. It would get too wordy to specify x toons go to lvl 6, y toons go to lvl 7. The easiest way to communicate it will apply the zeta, is saying it will.
They're a new function, so I'm not surprised they haven't coded the upgrade screen to stop at lvl 6 when there is a zeta at lvl 7. So while it shows it brought her unique to lvl 7, it actually only goes to lvl 6.
It's says upgraded level 7 ability, and says on upgrade screen it would do level 7 zeta level. So it's a scam then since it doesn't do that final level. What if we did spend money on LST and this happened?

And see how it DOESN'T say it includes zetas?
Did you even read my post or look at the difference between the LST?
