I think this speaks for itself. If this didn't apply the zeta, how is it not a bug?

    The bug, if you want to call it "bug"  is that LSTs don't check if Level 7 needs zetas before showing that screen, because some of them need, some don't. It has been stated from the begining that LSTs don't include zeta & omicron unless they explicitly say it (for example, anniversary Journey Quests LSTs include zetas).
