What was the full lineup, any DC, and was it first attack?

I believe what is occurring, is that the temple guard omi preempts wat (and presumably han shoot first as well) 

Wat is being inflicted with "Captive" from the omi, so his speed is set to 0 and he can't gain bonus TM so no bonus turn.

Just a fun interaction (well I guess not for you...) and not a bug. If you use a weak sith like Sass, she would get captive and you'd be off to the races!
