The 'old' Omega doesn't gain a stack of Target Practice when using her second special 'Empathy First' despite the conditions being met.
The screenshots below show a before and after of using Omega's second special, showing that there's an enemy with Zeroed In and Omega having Stealth. However, Omega still doesn't gain a stack of Target Practice as stated in the ability description.
