These diminish the investments made into expensive journey capital ships and reduces the spending needed to climb in fleet arena and grand arena. It also means players do not need to spend as much or at all to get the same benefits as a high spender.
The thing is, there is actually an incentive to get the big capital ships. sure these fleets can beat bigger fleets in fleet arena, but it will not hold and you will drop easily. Home One BH only counters Profundity, Exe and Levi still easily beat this. and don't forget about GAC, where you have to set multiple fleets on defense and have multiple on offense. So no a player who has all capital ships has more benefits than someone who has only some of them

Not to mention that the first two take two important fleets and combines them to beat a high level fleet. Home 1 with B-wing and Empire? Leaves you with no useful rebel units, and no capital ship to hold them, and no empire ships for either Exec or Chimaera. Home one with Bounty hunters? same issue with rebels, and also you can't use Executor. Really Raddus and Empire would be the only one I would call "Problematic" because Raddus is really only usable because we have so few fleets. you really aren't losing much by sacrificing that capital ship.
