Jocasta Nu during that event battle where you use the DS clones and are in the Jedi temple. She opens the rifle chest and uses it so slowly.
Honestly the speeds overall need to be fixed. 1x is more like .5, 2x is a reasonable 1x speed, and 4x behaves like 2x. Watch any of the movies or shows, blaster bolts move at about the 2x speed in this game, making 1x like half speed.
