Could you test if it works if you do it with a household member. Think there's a bug with this.

I came here to report the same bug and tried your workaround and it worked for me. I'm not sure if any member will work since I only have two in this household, mom & son. I play on PC. Thanks Crin 💜

    It was pretty much instant. I was surprised it worked so fast considering I'd been trying for a few sim hours with other sims 😅

This worked for me - I adopted a child and it triggered as soon as we started fishing together.
