I got frustrated and removed the challenge. I went back to Myshuno Meadows the next day and was able to regain the challenge, which started at 3 / 4 like I had hoped. It did clear when I got food from a stand that the child hadn't learned all the recipes from. They did haggle, it was a new vendor, they did not go during a festival.
