Same here. Been testing this place I made for hours trying to work out what's wrong - glad I'm not alone!
Absolutely no one is painting. I know they can get to the easels no problem because I tested them all with a sim beforehand. Maybe one sim will paint during the scheduled painting time. I tried using the game's creative retreat preset (where it says 'art and music' isn't of just 'paint') and maybe three sims will. The rest will go to the pool :/
Also no mods and I cleared the cache.
