I also have this issue (counter for 10 teen Friends stays 0) for quite some time in different game versions with all teens I playing.
Win 11, no Mods but have except most sets and the dream-home-decorator-game-pack all Expansions running.

It might related to the incredibly friendly perk as @crinict suggest as it is the first perk I usual unlock.
The most recent game I started with the Alien took my Parents away challenge.
