I am playing on a PC (no mods), and it seems that however long my Sim child plays with a toy, the aspiration still won't compete. It stays at 0/3 and I can't get to the next aspiration level.
I wanted to add that I found a way to complete the task. I queued up "play" interactions for a few different toys at once (including a large stuffed animal). When the child Sim stopped playing with one toy and moved to the other it counted toward the aspiration and I was able to get 3/3.
