Barista/Vendors not showing up

General description: My baristas/vendor NPCs are not showing up for me to be able to purchase items. I have removed all of my mods and CC and created a new save file and still no luck with NPCs being assigned for the barista/vendor position. It happened at the ThriftTea shop and the high school cafeteria. Restaurants and bars don't seem to be affected.

What expansions, game packs, and stuff packs do you have installed? Cottage living, Dine Out, High School Years,  My Wedding Stories, Decor to the max, Get to work, Spooky Stuff, Spa Day, City Living, Paranormal Stuff, Snowy Escape, Cats and Dogs, Seasons, My first pet, Romantic garden, The Sims 4- Key, Holiday Celebration pack.
Steps: How can we find the bug ourselves? Go to ThriftTea boba or High school cafeteria and vendor/barista is not there or leaves the lot as soon as main sim appears on lot.
What happens when the bug occurs? Unable to order food or lunches.
What do you expect to see? A barista/vendor available to purchase food items.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes- however, I removed all mods and CC and created a new save file with no luck.
