Basements have two ceiling layers

Note: This issue presents itself with and without mods present, as well as with a cleared cache and repaired game after removing mods. I tried checking for other threads, but I could not locate one, so I'm sorry if this is a duplicate.

This issue appears to occur when the ground floor has a raised foundation, and the basement is dragged "down" lower into the ground as to not cause terrain bumps from the basement sticking up too high. Each of the "ceilings" are paintable separate from one another. The lower the basement is dragged, the wider the gap is between the "ceilings". There appears to be a direct correlation between the distance between the foundation and the basement depth.

Screenshots 1 and 2 show the distance between the ceilings.

Screenshots 3 and 4 show that the stairs do not "cut" through the lower ceiling, and only have the opening through the one closest to the surface.

Screenshot 5 shows the foundation gapping created by lowering the basement from the view of the ground floor.

    This one is definitely annoying!

    I went and tested it in my game and the separation is glaringly obvious. Another problem is if you are trying to make an open basement. The stairs disappear and can only be connected to the top of the basement and not to the floor above. 

    It checked an old build (Bob and Eliza's new house) and it does not have this problem.

    Before removing ceiling from basement.

    After, when the stairs disapeared

    Trying to reinstall the stairs.

    And finding they can only go as far as the bottom level. 

    Playing on PC. Game fully updated. Mods and CC installed. UI cheats and replacement eyes only. All packs, except the latest. most kits.
