I am trying to run a dog daycare + training center using Cats and Dogs and Businesses and Hobbies. However, only dogs are able to successfully enter my business - Sims go up to the kiosk, pay, gesture, then leave. I included some screenshots: one of my sim trying to teach a class, Sims frozen at the kiosk (NOT owners of the dogs), and dog customers playing in the fenced area. I also included screenshots of my small business settings & the target customer criteria I'm using.
I believe this is related to the target customer feature - I want to allow Sims to drop their dogs off, but also have Sims come to stay and take classes. But how I have it set now, Sims do not come into the business, only dogs (even though the customer setting is not a requirement, just a preference).
I am playing on PC with no mods or CC, most packs installed besides CAS kits + Batuu.
