Sims just come in and stand at the Apothecary table with no real ability to mentor them for any length of time.
They basically have three actions, They go to the table and start the animation for using the table, they then stop and stand there, no action, no animation, no ability to mentor or anything. They then then do a "finishing up" animation and leave the table. You do have the option to mentor while they are in the animation states but those last maybe one second. The ability to Mentor at a small business obviously needs to last longer so you can get paid for mentoring.
