I have the same problem. My hired sim has tend to animals and they just stand doing nothing or talk to people, or dance... It's a sim i play in a different household, but this happens when it's in NPC status.
Plus, when i come in as a visitor, the household employees (buisness owners hired as employees with tasks) don't show up at all.
