To be sure I understand correctly, you had already bought a small business but that's unassigend on restarting the game and you need to register one again ? If you do that, it's happening again when restarting ?
It's happening to the pre-made families that came with the pack.
Fresh/New save: Small business Residential icons appear and when loading into the family the small business information is there.
Old save (with CC/Mods and without): The icons for the lots are the regular residential ones and when loading into the families, the small business menu shows "Register Small Business".

This is the fresh save without mods/CC where the small business icons are showing up.
This is from an old save without mods/CC and the icons are showing the regular residential lots
This is the menu I was referring to, it shows up for the fresh save with our without mods/cc but has the register business button for old saves for the same sim.
Also, I loaded up my old save, saw the same glitches and went back to the main menu. I reloaded the old save and saw that the small business icons and the small business menu appeared. So the work around might be just to go to main menu and reload, hopefully.
Tested this on a random old save of mine and I can duplicate the icon issue. the business is fine for me though when I load in. For me all the businesses showed up properly after loading one of the businesses.
