This is from an old save without mods/CC and the icons are showing the regular residential lots
This is the menu I was referring to, it shows up for the fresh save with our without mods/cc but has the register business button for old saves for the same sim.
Also, I loaded up my old save, saw the same glitches and went back to the main menu. I reloaded the old save and saw that the small business icons and the small business menu appeared. So the work around might be just to go to main menu and reload, hopefully.
Tested this on a random old save of mine and I can duplicate the icon issue. the business is fine for me though when I load in. For me all the businesses showed up properly after loading one of the businesses.
Thank you for confirming this! My small business menu did end up loading as well when I reloaded the entire game to send those screenshots.
Reloading the map and main menu did seem to help with the icons not showing.
