I select price modifier for a display shelf to be on sale and it changes every single thing to also be on sale, not just that shelf. Idk if its a bug or just how the game was made… but if i make a shelf 25% off, I don't also want my entrance fee and every other thing im selling to be 25% off…I should be able to set one display case for on sale if things are about to go bad, another display as a regular price or pricy for the better quality goods, and then the ticket counter to be its own price too individually.

You're not modifying the price of the shelf, you're modifying the markup of your store, an interaction that is also available on individual shelves and the ticket machines, and the business panel.
This is all the tuning for adjusting markups- it's each interaction for each percentage, and then the "loot" ones are the result of using that interaction. All options to adjust markup are using these same tunings across your entire store.
