[BH] Some rooms don't have outline/don't allow room type assignment

I just started building with Businesses & Hobbies, however, I can't seem to set some rooms as any of the options (Public, residential or employees only). It's only some of the rooms on the third level and none of these rooms don't even have an outline when they are toggled on. 

I tried switching between build mode and live mode but this did not work. I also tried rebuilding the rooms to make sure they were completely closed in but this didn't work. The only way I could fix it was going to manage worlds and coming back.

I am not sure if I should be posting this here since I did find a fix for it, but it would be nice not have to switch to manage worlds while I am trying to build and maybe this will help someone else if they are having this problem.

I have created a new lot with my small business spanning over three floors and my residential areas over two floors(next door) 

i was able to assign each residential room but for the small business I can only assign the ground floor as public. Is this purposeful or is it a bug? 

i play PC and with mods just wanted to know if it was a bug before I went about removing mods

I am on Windows PC and its without any mods or CC.

Yeah I don't have the option to assign half of the rooms in my building and don't know why.

I'm not a builder so I haven't played around with this at all.

Anything reported with mods is potentially a mod and if people don't test without, it gets tagged as mod. I'm really tired of all the mod issues getting reported here so until proven otherwise, mod is it. 

Did you delete the localthumbcache file ?

Could you give some more details on what kinds of rooms you are having issues with ? There's a thread for stairs giving issues here: [BH] Room cannot be assigned when it has stairs | EA Forums - 11969303 so maybe that's what you are seeing.

I'm having this same issue, I can't assign any of the rooms upstairs. I've never used any mods or CC.

I didn't think to grab a screenshot before I fixed it, sorry! But I have a screenshot of the build and all of the rooms that I outlined in Blue are the ones that wouldn't let me assign the room type, including the room with the stairs and rooms without stairs. It would let me assign the roof rooms with the gravel floors though despite them also being on the third level.
