I do not know if this is a bug or an intended feature, but if it is the latter it renders all food-focused businesses in the newest pack completely unviable.

I too am having this problem. Items made in batches (like cupcakes, cookies, jellybeans and other candy) do not sell individually the way they do at the sales table. The candy sales mechanic is basically broken because nothing except individual servings will sell and then they will only buy them from one spot on one display but from none of the others.
I do not play with mods or cc and I play on my PC.
