I do not know if this is a bug or an intended feature, but if it is the latter it renders all food-focused businesses in the newest pack completely unviable.

Same here, I don't think it's a bug but exactly designed to work like this☹️ For now, the only solution I can think of is to use the mod "Pick up all servings" by BrazenLotus, which enables our sims to add 8 servings to their inventory and sell them one by one.
As soon I started to get this bug I thought to try this mod. Doesn't seem to work for me, or at least not for the candy machine until there is an update.
Yes I noticed that too and this mod doesn't work on ice cream, cupcakes neither. But still, we have no other better options for now😭
