[BH] Some rooms don't have outline/don't allow room type assignment

As soon as I add railing to my stairs (and across the top step effectively creating another room) I can no longer assign as residents, public, or employees only. Spandrels also delete any room assign...

So I made a new lot with downstairs as my buissnes and upstairs as my residential. For some reason 2 rooms don't have an option to be assigned. 

they are big rooms (the residential is basicly one big room and the downstairs too) is there a way for me to still have this lot work cause im really proud of my work. 

im playing on pc if thats important
