[BH] Some rooms don't have outline/don't allow room type assignment

As soon as I add railing to my stairs (and across the top step effectively creating another room) I can no longer assign as residents, public, or employees only. Spandrels also delete any room assign...

I am creating a residential home business and there is a bug where I have set a room to being a "public" space, but once I put a frieze on top of the room and change floors the option to set the type of space is no longer available and the room is no longer highlighted as a public space with a unit outline.
