My sim is skilled up to level 8 in tattooing but tattoos from prior levels are still locked.

Both my sim and her husband are max level tattoo skill and have given plenty of poor tattoos as well as drawn all sketches on the sketch pad however there are still so many tattoo designs that are locked. How can this get fixed?
