[BH] Tattoos not unlocked/relock with skill up

I play on Xbox no mods after my sim moved in with their partner all tattoos are locked, started on 4/82025 after the update  

My sim is level 10 skill in tattooing (not cheated). I moved lots and hired a worker and even though my sim is max skill a bunch of tattoos locked themselves stating level 7 required etc.

These tattoos haven’t generate in CAS at all for me (not sure if they are ment to). 

Did this happen because the sim I hired has no tattoo skill? 

My sim maxed his tattoo skill.

No mods.

No cheated skills. 

How do I get these tattoos to unlock again? 

I'm having this issue too but for me it's exclusively when I move sims using the gallery. My post was linked here. 

This issue has been persisting whenever my household changes, any new sims that joins including pets suddenly locks tattoos that were once open by both my skill level 10 tattoo artist. My sims adopted a cat and lost access to all the skill level opened tattoos even in custom except for the crystal heart. Why are tattoos tied to the house hold instead of the individual sims? Households should be able to grow and change without affecting the individual unlock achievements. This cannot be resolved I even tried the unlock cheat that works in build and buy. I cannot teach a cat to tattoo I understand they are coded as children and you cannot teach a child to tattoo either so why are tattoos coded to children/pets as part of a household? Also cannot revers their skill level with the cheat so no way to rest their skill to reopen what they already opened 

The locked tattoos dont unlock 

I had one sim leveled up to 9 unlocked all poor quality and sketch pad but only level 7 right arm is locked. when i upload to gallery and redownload, one save they lock again the other save he has same unlocked - locked right arm level 7. 

I think there are still bugs though because he is level 9 and everything is unlocked except right arm level 7. 

Here too, Lv 10 and still tattoos are locked, that only require a certain level to unlock
