[BH] Use Telescope for 45 Minutes ticks up every 9 minutes

When hosting a logic class in Business and Hobbies Expansion, the "Use Telescope for 45 Minutes" objective only counts up 1 every 9 minutes. Essentially making the objective take 405 minutes to complete. For comparison, "Play Chess for 45 Minutes" works as intended and counts up 1 minute every minute.
