Since the Nov 4 update new photos on wall or in inventory are fairly consistently going blank on reopening the game. It is rare to have photos save at all. But if they are good after the initial game load then they seem to have no further issues. I always save then exit and often travel to a different lot or save as as well.
Tested with mods removed, deleted cache and started new save. Was able to start reproducing the blank photos on my third time opening the game after taking 5 - 10 photos each time.
I started deleting the cache file each time I load my game and I am getting pretty consistent results with photos that are actually saving immediately after cache is cleared but then eventually the blank photos, newly taken only, creep back into the game pretty quick again.
