Bug? Holiday Decorations are Hung Every Time a Family is Moved into a Lot

First question: Is this with no mods/cc ?

Second question: Do you not have the decoration if you just travel to these lots without moving there ?

No mods/cc. And the decorations don’t appear when I travel with a sim to a lot.
