Yeah, had like 5 burglaries so far, all on a new, clean save that has never seen mods, and have never seen a cop respond ever. I used the freeze-ray from the scientist career on the burglar to keep them from stealing stuff and by the time they thawed out I had called the cops 3 times, each time saying they would soon be there but never showing up. Burglar got scared and ran away though. My sim has since moved on to the police career, and even when I am the cop, I can't do anything about the burglar except calling for my colleagues who never show up. The alarm at least scares off the burglar but still doesn't call the police.
