Cannot interact with another Sim while both are swimming (pool/ocean)

Description:
When two Sims are swimming together in a pool or the ocean, it is not possible to click on the other Sim to open the interaction menu. Social interactions are completely unavailable.
Steps to Reproduce:
- Load a household
- Send two Sims into a pool or ocean
- Try clicking on the other Sim or your own Sim
Expected Result:
The interaction menu (social interactions) should appear.
Actual Result:
Nothing happens. No interaction menu appears when clicking on either the other Sim or the active/playable Sim.
Additional Notes:
Occurs consistently and prevents all social interaction while swimming.
