Cannot Move the Mods Folder back to TS4 folder since update 1.123-

Since the new update, I cannot move my Mods folder. 
I can add content, I can delete content, and I can update content, but I cannot physically move the folder's location. 
I get a pop up, that says: 

"Action cannot be completed because a folder or file in it is open in another program" 

This didn't happen until immediately after update 1.123. Prior to that, I was happily adding to and updating my Mods folder, I made a copy, and moved it from TS4 folder before updating as I always do. 
I played on update 1.121 with no issues, and then as soon as I updated to 1.123 there's a lock on this folder that only lets go when I sign out of my computer, and takes hold again as soon as the EA App starts, which is automatically as soon as my computer loads up. 

UPDATE: I disabled the App starting automatically when the computer starts, and now the lock doesn't happen until after I load the game. And then if I "sign out" of my computer profile, I can immediately release it, otherwise, I haven't found any other way. 

I have tried to track processes, confirmed the game is shut down, and that no programs are accessing the folder that I can see, but it makes no difference. (OneDrive is disabled, unlinked, and has no permissions on this computer) 

* Series of Events: 
I see the May 12th update coming. I get excited, and want to prepare. (This was on May 6th) 
I haven't updated since Jan or Feb at this time, so I have been playing with (v.1.121) in Offline since. 
I move my Mods folder to my backup folder. 
I create a duplicate folder of my Saves, Tray, and Screenshots, and place them in my Backup folder. 
I delete the cache. 
I update my game. 
I playtest in Vanilla first for bugs. All is well. Nothing new to report. 
I exit, and update my Mods that broke with the update.
( My Mods folder is in my Backup folder at this time) 
I delete the cache.
I attempt to move my Mods folder back into TS4 folder, and get the error. 
"Action cannot be completed because a folder or file in it is open in another program" 
I attempt to locate any running programs that could be accessing my folder via Task Manager. 
I find none. 
I sign out and exit the EA App. (Noted EA BACKGROUND SERVICE refuses to close) 
Message remains. 
I update the EA App via EA APP UPDATER. 
App has an update and updates. 
Message remains. 
I download and run a Process Tracker from Windows.
I see nothing that is linked to this folder. 
Message remains. 
I see if the game is still running. Its not. 
I load it up just to see if it will load. 
It does. 
The folder remains locked after exiting. 
I confirm the game closed via Task Manager. 
It did. 
Message Remains. 

What this means, is I cannot move my Mods folder back into my game. 
Prior to the 1.123 update, I had no issues, and have never had this issue in my entire Simming career of 26 years. Unless a Text or Note was open in Notepad. I confirmed this also wasn't the case. I closed any and all active Notes, Word Documents and Photo viewers. 
The problem remains. 

I do feel this is a Game Bug, so I'm reporting it for investigation and to see if there are any other Simmers who have noticed the same thing or if this is possibly related to the Scratch issue that was mentioned a few updates back. I will continue to work on it and update if possible, but I'm stumped at this point and need help! :/

    UPDATE: 

    I wondered if I would be able to move the contents of my Mods folder to a new Mods folder that was already inside TS4 folder if I let a new one populate. 

    I was able to do this with all folders, EXCEPT my CAS CC folder. 
    (I keep my CAS CC, BB CC, and all Scripts and Non-Scripts meticulously organized and sorted in my folder within their own folders, so I can easily identify potential issues, and that folder is the only one that refuses to move) 

    I was able to move all other content and folders. 
    This is most distressing and peculiar. :/

    I will now be attempting to 50/50 the CAS CC folder, incase a particular CC is causing the issue. 

    Update: 
    I not able to move the entire CC folder itself, but I was able to move all the folders inside the CC folder. I placed them in game, but am now getting a black screen on the Main Menu, which is likely mod related, and unrelated to this issue.
    EDIT: (Black Screen in this case, was related to an outdated version of "no shopping cart mod" by Simmattically) for anyone who was wondering if I sorted that out or not.  

    I do still think the "folder lock" is a potential game bug, but I also feel I've found a workaround at this time, by just moving the contents inside the folders, and not the actual folder itself. This could be tedious and frustrating for other Simmers who don't have their contents organized, but its working for me. 🤨

    Sorry I wasn't here to answer you at first. Manually created new folders is the way to go for people for whom the game patches didn't solve this issue.

    Okay. So its a confirmed game bug then sounds like. Peachy. Soo its getting worse. At first it was just my CC folder. I was able to create a new CC folder, and move everything into it. Easy and simple. But now. Its also affecting other folders,  My Non-Script Folders, folders for specific packs, my Furniture CC and some others. 

    I have attempted to create new folders and move those contents, but the game won't let them go. Even after turning off the game, exiting and closing the EA App, and closing EA Background Service. 

    Do we have an idea of what might be happening by chance. I'm attempting to prepare to tomorrow's (May 12) updates, and this is really frustrating. lol  


    UPDATE: 
    Signing out of whatever active computer profile you're using immediately releases the "Mod bug file lock" I'm sure it will return as soon as I start the game, but for backup purposes, Its a quick fix. 

    I'm just shocked i didn't hear about this until now. I suspect its because so few Simmers actually move their Mods folders out of TS4 folder before updating their game, which I always do with no exceptions, due to previous loss of the contents within various folders.

    It's a game bug that affected LOTS of users a while ago but was fixed by a patch for MOST people. I don't know why it lingers for a few other people.
