Is your Sim living on a residential rental lot ? If so, tenant or owner ?
Residential and owner.
On a possibly relevant note, one of the mods I had removed was the Live in Business mod, so although my lot is residential, it does have some retail items.
I initially thought that mod was the culprit, but even after removing all mods and CC, the problem still exists.
Additionally, I have tried with several Sims in the household, all to no avail. The household owns multiple rentals.
