Can't do the tasks for the event reward

Im on the last week and one of my quests are to create a wooden throne which you need level 8 handiness for, and Im level 10. I cant find the option to make one under that category. Second of all The task where you have to have a sim spend time outdoors doesn't register as well. My sim doesn't get the moodlet to begin with. I even tried taking out all my mods and cc and nothing still shows up or gives me an option to do anything.
