Ideas
Hi crinrict ,
i have tested a bit more. This glasses are left from NPCs that invaded my sims house at Camp Caldera in Sulani. (see npc-sim-invades-home). The glas is from after the hotfix.
If my sim gets a glass of water or other played sims on other lots, i can drag the glasses. It seems to be limited to NPC-leftovers.
Possible an ownership issue.
Will test this next time I have someone come over.

Looks like. It feels a bit like "blocked" because it is in use. But i can tell my sim to clean it up. I just can't drag it myself. Maybe the game didn't register that the people already left the lot.
Camp Caldera in Sulani could be a good spot to test this, especially if you have seasons. a lot of scared NPCs come over just to drink water like described in the linked post.

Do you get any: Your Sim doesn't own this tool tips ?
Going to put this on review. Bit short on time atm to test this out.

No, it's not like the lumps of clay which are left from npcs which you can't put in your inventory because you don't own them.
When i hover over the glass it only shows the "clean up" interaction. Nothing, that looks like you don't own it. It's more like if the object is still in use. For example when your sim searched the trash can for recycling material and the waste is lying in front of his feet, you can't drag it back into the trash can until he finished complaining about the mess. The glass just seems to be blocked as if it is in use. but it isn't in use anymore. the npc who drank the water has left it the day before. Idk if there is a flag that blocks objects during interactions but if there is one, it seems that the game didn't clear it for some reason.
