I did testingcheats on & cas.fulleditmode. In CAS I still can't change their relationships. It's as if the relationship is stuck.

do you have any other Sims in the household then the original household ?
Can you post a pic of the family tree.
There's a similar thread but at this point I'm unsure if it's the same.
Also are you using mods/cc and on which platform are you playing ?
