I am currently experiencing this bug. My Sim does not have any holidays active, but I am at a club gathering at a pool and my Sim is unable to use the chess table and I am seeing the error text that "Sim doesn't have permission to use this object."
My Sim is currently running the Making Money scenario and the A New Journey timed event is going on.
Today the same Sim was able to use the chess table at the park successfully while a holiday was active, and the Making Money scenario and the A New Journey timed event are going on. Perhaps that makes this more confusing, or maybe having a holiday allows us to get past this bug? I would need to test more.
