With the CAS unlocks, about half of them have their requirements listed in red, and others have it in blue. Not really sure how to report this because there are like 50 that are red and 50 that are blue.

Prov31Simmer No, there does not appear to be any reason why it is like this. Some will have Level 2 as the requirement, but will be shown as either red or blue.
Does it have to do with the career level to unlock? I do not pay so much attention to such a minor detail.
Yes this does seem very inconsistent.
