I am experiencing the same issue with no npc pets spawning on their own. I have tested on two new saves and gotten the same result each time. The graphic may look like they are there, but they don't actually load into CAS or live mode.

I have not had any issues adopting pets and have seen wild strays spawn in Brindleton Bay.

I own all of the packs and most of the kits.
