Hey, this is Kath. I also have this issue, i noticed it first on a older save, but new saves seem to have the issues Elli mentioned as well. EDIT:

I own all packs but 4 kits. (golden years, restoration, mudroom, and kitchen clutter) aside from those, i got all expansions, gamepacks and stuff packs.
